Fewer new structures are built in areas with high earthquake risk. Construction standards remain the same and few buildings are retrofitted for safety during ground shaking. This reduces construction spending, but leaves older buildings in existing areas vulnerable to ground shaking. Development in arid western Utah County contributes to higher fire risk than the other scenarios.
