Many new housing units are built in areas with high earthquake risk, but construction standards are strengthened, and many buildings are retrofitted for safety during ground shaking. This may increase construction costs, but will improve the safety and habitability of buildings following an earthquake. Less greenfield development reduces the number of units likely to be exposed to wildfire.
