Most of the new housing units are added in areas with high earthquake risk. Construction standards remain the same and few units are retrofitted for safety during ground shaking. This reduces construction spending, but leaves those in older buildings vulnerable to injury and death, and may leave newer structures uninhabitable following an earthquake. Fire risk is lower in this scenario because less development occurs in previously undeveloped areas.
